Mentor recently had the pleasure of conducting a workshop with ministry officials and exclusive guests in Dubai. The seminar focused on competency based training course design. Learning objectives ensured that trainees would be able to apply different instructional design methodologies to develop training courses.


The structure of the workshop included the following phases:


  • Introduction to learning theories - Initially the workshop introduced trainees to various learning theories
  • Learning request analysis - For participants to be able to succeed in course development it was crucial for them to be able to analyze the “learning request” and to design a course accordingly
  • Addressing learning design requirements – Trainees were shown how to use the results of their analysis in the previous section to construct and design a course
  • Tools to design instructional based learning programs – This phase of the workshop introduced trainees to many tools including:


    • Problem based learning
    • Blooms taxonomy
    • ADDIE model
    • David Kolb
    • David Merill
    • Robert Gagne
  • Components of successful learning programs - For participants to be able to effectively design courses it was important to ensure that all attendees clearly understood the components and reasons behind successful training programs.         

For ministry officials to succeed in designing competency training courses, it was vital to understand how competencies can be mapped, developed and tracked and their relation to talent management and recruitment. Attendees specifically reviewed:


  • Competency frameworks and structures which are frequently used to illustrate how proficiency levels are mapped across various job levels and families
  • Talent management tools and their alignment with organizational wide competencies including the recruitment, selection, development, assessment and promotion of employees
  • Examples of competency frameworks, definitions and levels
  • Methodologies of competency training programs development - Attendees were given a clear picture of how to implement methodologies that range from initiating the arrangement of assessment activities to the development of a training program outline and the definition of behaviours linked to each competency

The workshop was very interactive and thought stimulating resulting in a very positive response from all attendees.
